deny forum permission to newly created user groups by default

It would be most wonderful if there were a way to achieve the following:

When a new user group is added, that user groups forum permission is set to NO for all settings and each forum that exists on the message board by default.

When creating a new usergroup, you have the choice to base it on an existing usergroup. Just base it on a usergroup that has no permissions (Guest/Banned).

Some things can be so easy, no idea why I didn't think of that.
