After this change,the ip banned users can view threads and posts.

ip banned means just that...IP Banned unless they use a proxy or non static ip addy :)

You IP Ban someone for a reason, then you let them halfway back in by still viewing your content?

My thoughts too, if you ban them, you want them gone, you don't want them there. The whole point of BAN is to do that. My only guess to allow them to read the post, or view the forums is for adversting uses (impressions/clicks).
