plain and simple, when you install certain hacks you have to rebuild the bitfields else it wont work :)

Very good bashy!

You have to rebuild bitfields when you have a hack that has some usergroup permission options

I thought as of 3.5.1 bitfields were automatically rebuilt...

Not always.Sometimes you have to rebuild manualy

I've made a few hacks that use UGP, and the bitfields are always automatically rebuilt as soon as you go into the Usergroup Manager.

But most people don't do that :)

... the users don't have a say in the matter. They're rebuilt as soon as the Usergroup's Manager is loaded.
