utf8 problem - not showing one character

we have problem with vbulletin 3.6.4. when I write a post with croatian character "Š" no text is saved in the database. other croatian characters works ok.

can you tell me some vb forum that uses utf8 as default charset so I could try it there

Every time I type in a Portuguese character it my VB installation escapes it. I dont know why or where to change this. I installed VB with the line:
MySQLI OPTIONS
$config['Mysqli']['charset'] = 'utf8';
