I have a shared plan, the 90plan (http://www.ovh.es/particular/productos/90plan.xml) in OVH concretly. I've more or less 100 active users maybe more, when it happens, is it normal? how can I fix it?

You can't fix it since it is a shared plan. Shared hosts limit the amount of maximum SQL connections.
