Join Requests not queueing

When I set up a publically joinable user group, it does not generate a join request. In a registered user's account (test account) under Permission Groups it shows up with Joining Conditions saying "Anyone is free to join this group" and there is a join group option. If the option is selected, joining is immediate and no Join Request is generated. I can find no place to change the joining conditions, nor any place to configure any condition for Join Requests to be immediate. Can someone please tell me what I'm overlooking?

I have the same issue, missing a setting somewhere.

I need this too!

- Usesr should only able to generate a join-request if they agree to additional "terms of use"
- Group leaders should automatically notified by email or Pm when someone makes a request to join a group. Group leaders should then decide if the want to accept or not.

Any sugestions on how to accomplish this.

In admincp > usergroup manager > find that joinable group > add usergroup leader. Once you have a leader for the group, then that leader needs to approve join requests before the user is added to the group.
