Ok, I have my store up and running. It required me to create about 20 more secondary usergroups but I did it!! Check it out:

My question is how do I add some sort of "Tax Exempt" type of action?

Well, I was going to...but it seems the shop on those forums were taken down. I know it was working, and I'm gonna attempt to get into contact with the webmaster to see if I can get the action ;)
