You can complain to the abuse department of their ISP if you want.

Unless they are specificly breaking any of the vBulletin license agreement policys you won't be able to use that agasint them.

And pinning any abuse on them will be hard too as its probally not their own administrator.

You might be able to get a harassament lawsuit though if it continues to a great extent.
