Avatar Size Change, and Profile Picture Size Change

Alright this is probebly somewhere in this forum i cant find it and im in kind of a rush to get this done because i have to get to work i just need info on how to do the following:


How do i make it so users can upload there own avatars?
How do i change the height and Width limit for the users profile picture
