I have some new users who would like the items shown in the attached image to also be displayed at the bottom of the forums, either over the quick reply or below it. That way they do not have to scroll back up for the breadcrumb.

Would this just be a simple template edit?

Easy, open "footer"(in the template editor) and add $navbar to it :)
