Well there is one way around .... open product-aws.xml and find

Block Disabled:      (Update License Status)
Suspended or Unlicensed Members Cannot View Code.

remove the php version check so

Block Disabled:      (Update License Status)
Suspended or Unlicensed Members Cannot View Code.

then it will import.
