I've installed this mod which seemed to install fine.

I then went to admin usergroup and turned everything to on and got the following error message, any idea what the problem is?

You have not followed install instrcutions carefully.

Readme says : Remove all chatbox files first (previous version), remove old products, and then do the fresh install.

Now two solutions to correct your mistake : either rebuild bitfields manually after having removed the old chatbox files from your directories (especially the one in the xml directory) or remove files and install product again.
