How many concurrent users could this server handle
Im just looking for a ballpark # of online users (members + guests) a server with this config could handle. Assume a good internet connection that can handle the traffic. Also would running a second xeon processor essentially double the power?

There really isn't any way to tell you that info as server setup is essential, you should be able to handle 500 even running cr-apache, but as your db grows, more ram will be required, but again, you adding a ridiculous amount of hacks can cut that number down as well.
