Moderation --> Moderate Users

Or after they register go into admincp and assign them to the appropriate usergroup.

Yes you do use that link I provided that has yoursite in it and replace it with your URL leaving the end intact and paste into you browser then hit enter .

and wors the template for vB 4 is different from 3.8...

There is an mod for 3.8.x to moderate users ModCP.
I'm using it. Idk about vB4 havent been able to touch it yet.
