is there a Tab mod similar to vb.org?
I was wondering where I could find the tab option that is at the top of vb.org?

That would be something custom, you could simply code up your own and add in tot he header or navbar template. Take a look at some of the menus here: http://www.dynamicdrive.com/dynamici.../generator.htm then use that to tinker around with, once you understand how it works in a sense you can then create your own
.Edit: Or similar = http://www.vbulletin.org/forum/showthread.php?t=233135
