Exclude Usergroups From Minimum Char Limit

Just a super simple quick mod I made for my own forum, cos this was really annoying me
 This will allow you to select usergroups you wish to exclude from the vBulletin minimum characters limit. By default it has usergroups 5 and 6 entered. Just import the XML file attatched, and then go to AdminCP->Settings->Options->Message Posting and Editing Options->Usergroups to exclude from minimum char limit (under the Minimum Characters Per Post option).
