Is there a hack that will allow users to upload smilie images to the board, using vBulletin permissions, and that all uploads need to be processed by an Admin?

Awesome idea, I'd love this, this is what I would want:

Full permissions options for this, ie. you choose which usergroups can upload smilies, the file size limit, which extensions are allowed, and dimensions.

I'd also like permission settings for the moderation of added smilies. I want it so only admins can moderate it, right now it says:

There are currently 0 users awaiting Moderation.

Add a <br>

and throw in:

There are currently 1242 smilies awaiting moderation!

You can click the link, a list of smilies comes up, with the file size, the filename, an option to add it, with the replacement value field blank so you can put that in too, it should also show you who uploaded the smilie.

There should be a reject button, so once you reject the smilie, it is deleted from the database
