No hack needed. You could do that using promotions. Create a new Usergroup, in which users are allowed to download attachments. Users with 10 or more posts are automatically transferred into that usergroup.

Okay, this is what you do:

ACP - Usergroups - Promotions - Add new Promotion:

Usergroup: Choose that usergroup you want to transfer into the new usergroup from. Guess it would be Registered Users

Reputation Comparison Type: leave it, as it is. Wont be used anyway.

Days registered: 1

Promotion Stragety: Posts

Promotion Type: How you like it. My users will be moved into an additional Usergroup.

Move User to Group: The new usergroup, you've just created.

Hit save and you're done.

Did you read the description for "Move user to group"?

Jumping is evaluated based on the time period defined in the Scheduled Tasks section (Default: Every 1 Hour)
Give it a little time, or update the task manually.

My problem about this is that the promotions is done only every hour. Any chance I can make it automatic?

Well, is there a way I can make it automatic? I mean after meeting the required posts, it automatically promotes the user to the designated usergroup...
