In the past, we've had issues with a few members not following our site guidelines for signatures. As a result, I turned them off site wide. We're exploring the possibility of turning them back on, but would like to see some type of request system. I envision something like this.

User inputs the signature in UserCP and a request is then sent to ModCP where it can be approved/disapproved. If approved, the sig shows. If disapproved, user is notified the sig didn't meet the guidelines for the site.

Doable?

Most things are doable if someone writes it - this is no exception - it sounds a bit extreme though ....
