----------------------------------
####
a) # Do the following statement on your vb-database:
####

ALTER TABLE forum ADD banner_id int(11) not null AFTER styleoverride

One of the three:

1. Use (IIRC Chen's) hack that lets you execute MySQL statements from the admin CP
2. SSH/Telnet into your site, and type mysql -uusername -ppassword dbname where username, password, and dbname are their respective values in vB's config.php
3. Install PMA (http://phpmyadmin.sourceforge.net/) and use it.

Also if you typed your query surrounded by [sql] tags, you'd see this ;):

ALTER TABLE forum ADD banner_id int(11) not null AFTER styleoverride
