Edittimelimit as a Forumoption

As requested here, this hack gives you the ability to set a timelimit for everey forum you have, or let it default.

Hope you can use it :)

instead of having edit options for all board, it edits it for each forum you want to be diff

hmm, you won't see much on a screenshot *gg*

it allows you to set the edittimelimit for Forum A to say 2 minutes, and the editlimit for Forum B to let's say 5 minutes, and for all others it stays at the global edittimelimit saved in the Admin-CPOptions
