Image resize before upload

When using the forum on a smartphone, "Manage Attachments" allows one to upload an image from their smartphone. Problem is, those images are humongous. I don't want to become an image hosting site filled with 8MB smartphone pics.

Is there any way to resize an image after its uploaded, but before its saved to the server?
