It's not actually a serious security issue, it could probably be classified as low/moderate.

Nonetheless we recommend that all boards upgrade to the latest version as soon as they get around to it.

vBulletin uses the license number as an additional salt for cookies, which is likely what's mean there. Though it seems you found that out in the meantime ;)

Design issue: Register.php missing password fields

When trying to register with the Smooth Blue skin no passwords show up, so there is an error when submitting the form, and users can't register.

As this is the default skin it'll happen to most...
