Nevermind thanks, it's fixed.

That was line 1873:

$parser =& new vB_BbCodeParser($vbulletin, fetch_tag_list());

If anyone else has this problem and uses PHP 7, it can be corrected by removing the class assignment operator - the ‘&’ - which is no longer supported by PHP 7.

I would try editing the XML file to change the "dependencies block to read:

Block Disabled:      (Update License Status)
Suspended or Unlicensed Members Cannot View Code.

I've tried to install this mod on a vb4.25 site running on PHP 7.1

I've followed the indicated changes:

Remove MY ISAM references

Changed

/includes/class_dm_vblinklist_entry.php as indicated on #662

as indicated on #668 Changed vblinklist.php
That was line 1873:
