I want to use a 'picture' as background on my forum (on every pages)
(Like the lilac on this forum, I want a blue with stars...)

But where can I change this/do this?

The correct and easiest way to change the colors is via vbulletin's stylevars, I will toss you some reference links to get you started.

You should really update your board to a later version before you do this. The stylevar system was greatly improved in later versions.
