Making a style, how do you set the button location in navbar

i am making a style but i cant figure out how i set the button locations.
i first edited a style with my graphics, added some buttons changed some.
but i cant figure out in the header template where they got the location set.

like this

Block Disabled: (Update License Status)
Suspended or Unlicensed Members Cannot View Code.

is the 65 the location where it will be placed ? or maybe the width from the left side to the button start ?
