Can't upload anything to the board...

I've installed many VB's, the latest one will not allow us to upload any pictures, avatars, sigpics, etc. Anything uploaded to the "vb" itself, not on the server.

Vb version 3.8.7 pl3.

Any help please?

Just get this message
vBulletin Message

Thanks!!

----More Info
Can't load XML files either, and yes the system is turned on.
Pertinent PHP Settings
file_uploads: On

safe_mode: Off

Well, the only thing I can think of is that the docs say that if the php config doesn't specify any upload_tmp_dir, then it uses the system default temporary directory, so maybe that's not set up correctly (like maybe the permissions aren't correct). I suppose it could also be a web server config issue. I know I'm not much help, I don't really do server admin stuff.

It's hosted on a godaddy shared server. It's my VB and my friends hosting plan. I told him that I've installed VB at least 20 times, most on GoDaddy and on URLJet (what I use) and have never had this problem.

So I know I installed it correct, I agree, I think it's something on the host's end.
