I had made sure that html is disabled for the usergroup in both vboptions and the user group permission option.

What do you mean by that? Do you mean your users can post <script> tags in their posts and they are then embedded in the forum code instead of being unparsed and displayed as plane text?

Then maybe the links bellow will help you out.

Users are able to use <script> </script> tags even though html is disabled for them. This is on visitor message.

I see, have you also disabled it in Settings > Options > User Profile: Visitor Messaging Options https://www.vbulletin.com/docs/html/...sitormessaging ?

There is not option to disable HTML on a per usergroup basis. It is a Forum Manager option.
