yes, you can create a new layout for different pages, and then just include the widgets that you want for that page. for example, I created a new layout for my food&home section. See
http://www.blackliving.com/content.php/121-food for example.

There are two parts to doing this, first create new layout, second apply new layout to section.

1. in your vbulletin cms select layout manager
2. click add new layout
3. give it a title, select a grid and select the widgets you want and position accordingly.
4. Save

Apply new layout to section

1. go to your site home page
2. go to the section page, click on the section title
3. You will be presented with a list of options, choose the layout option, pick your new layout, don't forget to save. If you don't like it you can always revert back to the original layout.

Hope this helps.
