It's definitely not caused by your forum, there aren't even elements in those messed up locations that display those images.
Just to be sure: this happens to one user or to multiple users?

Odd... if you use css image sprites or similar check there... possibly broken code in a notice causing elements to repeat maybe?

After tiding up some codes in random places, i did fix the Android/Safari issue shown above.
I did spend a few hours going through the coding, i fixed on the go, so i don't know which one caused it. Though navbar as a guess, due to old mod codes still there only half removed. Fingers crossed.
