some one help me with this matter i dont know who hosted that site and were is it hosted i tried a lot but i ddint get any details about it can some one please help me in contacting the service were it is hosted

Considering that's who sent him the email telling him that it was being used illegally, that's not going to be much help.

If you can't get it taken down by the host, you're out of options. You might want to take better care of your email security.

EURODNS S.A. is the registrar of that domain, but oddly WHOIS searches aren't providing any contact info.

Go lookup the site and contact their host. They may or may not help you out. There are a LOT of hosts that are very good at making sure sites without proper licenses are taken down when they are contacted about it.

I'd love to know how you even managed to find the host. WHOIS does not show .ro detail as far as I can tell.

Why would a hacking community use a legit copy of vBulletin when they have thousands of the latest nulled versions of vB. This doesnt make sense.

VB should change the password for that reg number so the legit owner is covered, then its VBs problem that a site is using the illegal software.

that will stop the illegal copy from downloading new copy's and mods and stuff

If not then what good is haveing a registered copy!

looks like the site that's in question is down anyway, but still the owner should get a new password or something from VB since his is obviously compromised

Wrong. Read the license agreement. It is up to the owner to not share their files in anyway. And, vB is not going to just change a password on an account when multiple sites show up using the files. The owner is the only one who can change the password.
