Parse HTML in Custom Profile Fields via admin/user.php Fix

What it does:
This is the fix for adding html to custom profile fields via the admin panel in user.php. This fixes the pesky problem of not being able to give users "moderator titles" to appear in their posts, etc. This is useful for say, your moderators have different titles for each of their usergroups or for marking a user as a contributor. No need for using 2.3.0 user.php files anymore!: Bugs: No known, I hope. Heh, thanks for the comments. It's my first mini hack on vB and I'm proud of it. I've done a few other simple edits too, so I might release them as well.
