DRC - Allow Multiple Registrations Per Usergroup

Just something I wanted and whipped up real fast. Thought I'd share for anyone who may want it.
By default vB allows you to allow all users to register multiple accounts, I wanted to only allow certain usergroups to be able to do this. This works great for staff members for example to have a secondary account so theyy may go un-noticed.  TODO: link accounts created per user. add new account link for usergroups this is active.
