What version of vBulletin? And what version of PHP and MySQL are on the server?
What happens if you go directly to the /admimcp?

Is your site behind a proxy like cloudflare, if so is mod_rpaf or or mod_remoteip loaded as a module in apache?
If you have ftp access, upload a phpinfo page & PM a link to me, dont post a public link to it.
