I think he means style settings like color options picked, fonts etc go above the navbar set, as it is now the navbar will take your boards standard setting, I just checked my template, navbar's style is before the usercss div so this is a valid mod it looks like

Normally the personal profile customization ends at the navbar.
After the modification the navbar included.

Is there a simple way to have a different header image JUST on profiles? So that I can have a tiny 30px wide header at the top of the page so most of the page is just the users custom profile.

I dont think you should remove those <div>'s If you do, first of all you are left with two empty </div> tags. If you add another div later on down the road, those leftover tags could cause problems or cause your additional <div>'s to close incorrectly.

This could also cause other things to be thrown way out of whack.

Basically using this mod as it is, is purposely breaking your templates, and seemingly just removing code with no thought for what that code is.
