If an attachment is deleted from your server it can't be recovered

As Force said, if you deleted the attachments, they are gone. The only way to get them back is if they were stored in the database and you upload, and use, a database backup for your site.

You should be soft-deleting posts/threads, not physically, if you want to restore posts/threads.

I'm sure there is. However, unless you know what you are doing, you could really mess things up. Also, I don't know what tracker you are using, but I know on my site, I store the .torrent files separately. Just bringing back the vbulletin attachments wouldn't bring back the .torrent files. So, you really need to know what you are doing to bring them all back.

Okay so my moderator edited out the attachments and soft deleted the threads. That means the attachments must still be there somewhere in the filesystem. How do I go about restoring them?

If the attachments were in the filesystem and they deleted them, then you would need a backup of the attachments directory in order to try to put the attachments back.
