Banner and Conditional question

I want to place banners in my forums of 489x60 on my forum home page but want full size banners in the forum. Right now I have them so they show full size for the forum itself but scale down on form home. The problem with this is that there are some images which are 1200px wide and being scaled down to 489px on forum home. This is killing load times.

I need a conditional with an else statement I think but not working yet. Easy for you guys.

Thanks

Any thoughts on this? There are 2 gif images that advertiusers want displayed in their forum and they are very high res and large. Scaling these images down to show on forum home is what I want to stop.

Thanks
