Download the package, replace the pm.php file in core/admincp folder and upload install it.
Should work now! I did not change a lot, but I have to disable the floodcheck and correct the path to find the right admincp-file. Only check standard pm-sening and not the user-filters or anything other filter-option.

I updated the file and installed the program. It is severely broke. I deselected all the usergroups and selected only Administrators (primary) and it sent the message to everyone on the site. Instead of a few people, over a hundred thousand.

It was incredibly disappointing to find out this isn't a standard feature for vbulletin. My club is in the middle of a transition from a very outdated phpbb3 forum, and our many chapters directors utilized this feature there on a regular basis, to message their usergroups. I'll keep checking back here to see if there is every an updated solution.
