I want to disable HTML in posts, PM's and sigs, but not sure about how to achieve this? Please enlighten me in this regard?

Usergroup settings and Forum Manager
I would never allow HTML to be posted.

Well - if you did not specifically allow it, HTML is not allowed anywhere for regular users. So the answer is: Disable it at the same place you enabled it

Yes, of course. What should be dangerous about them? They're just formatting the code that's displayed.
