Question Stretching background image to fit browser

Think this would look kinda nice on many vbulletin sites, does anyone know how to do that

For example

Here you can see it in action, its not vbulletin tho but....
I downloaded background image and its JPEG format 1040x660px just 32KB

Anyone can point me how to do that
