Viewing Code and Mods

I don't personally own a vBulletin, however I have clients I develop software for that do. I would really to be able to develop mods for vBulletin for clients and the general public. When I try and view tutorials on how to do so, I can't view the code part because of some licensing issue.

Is it possible to allow a member to view that without having to purchase a vBulletin board?
