Change the quotation appearance in vBulletin 5 Connect! Screenshot: Open css_global.css template, and find:
Replace it with:

It's not recommended to edit css_global template. Custom style should be done with style variables and/or by adding it in css_additional template or in Sitebuilder CSS Editor.

Neither one of these seem to be working with 5.6.4 patch level 1
I put it in css_additional.css

Sorry for the delay, it appears on my site making changes to additional.css via the ACP does not work. Going through site builder does though
