No, that is why it's named config.php.new so that you avoid losing the info everytime.

If you overwrite the old one, you have to. Some people overwrite it with each version (like me), others don't. It's up to you

They will usually let you know if the config.php file has been updated on a new version of vb. Otherwise, it will be the same between versions.
