Prevent Report Post from 1 User

Is there anything I can do to prevent ONE user who abuses the report post feature?

I am running 4.2.2.

I want to make it so this user does no see the report post button anymore.

I supposed you can write a plugin (postbit_display_complete ?) that sets $show['reportlink'] to false for that userid. You'd probably have to do a few plugins actually depending on if you have blogs and visitor messages and PMs with report buttons.
