If you mean in localhost, this replacement works fine with vb 5.6.4. I don't care about ogg type.

The member can post Youtube MP4, Vimeo MP4 and other MP4 videos integrated by default in the vB editor.

It is possible too by Attach files with this product from vbmods-rocks that I have just tested in 5.6.4 but there is still a limitation in Firefox with 4K videos. I give the solution there. Be careful, a video attachment consumes a lot of disk space and bandwidth. Check that your hosting plan allows it.
