I think that just means it couldn't find the country so a question mark appears.

The API that this used is no longer online, swapping to another one will get you working again, it may not be perfect but it's the only Geo API I could see that had the flags.

Find

Block Disabled:      (Update License Status)   
Suspended or Unlicensed Members Cannot View Code.

and change to

Block Disabled:      (Update License Status)   
Suspended or Unlicensed Members Cannot View Code.
