block a banner from X IPs

Hello, how can I block a banner that doesn't appear in certain countries?

Hello, I don't mean adsense banners but banner type:

Block Disabled:      (Update License Status)  
Suspended or Unlicensed Members Cannot View Code.

You would need to use an adserver like DFP and setup geo targeting for the creative.
